Perhaps I can shed some light on National Board certification and CHES.
The profession of health education identified competencies of a health educator and used those to develop the CHES. It is a certification program that people with a degree in health education and who work in any venue can apply for.

The National Board of Professional Teaching Standards offers certification for experienced teachers in a variety of content areas. It is limited to people who are teaching at the k-12 level (i.e. not university faculty or those in community or public health settings). So far, the Board offers certification in areas such as language arts, math, science, elementary education... National Board certification is limited to experienced teachers -- a minimum number of years of teaching is required to apply. It involves submission of portfolios, videos, samples of students' work, etc.
CHES, on the other hand, defines entry-level competencies. A health educator may take it without any work experience. It involves a written exam.

In schools, states also certify people as qualified to teach health (or any other subject).

Within schools, most administrators have never heard of CHES, but the National Board certification is gaining considerable weight. School health educators are certainly welcome to apply for CHES, but few find it useful because it is not recognized. To be seen as valuable assets in the school setting, some are interested in gaining the education-recognized National Board certification.

The National Board convened a group of health educators to develop criteria for certification through them as a health teacher. That work is completed and has been piloted. In the pilot phase, the National Board had a concern that there was not enough demand for this certification to make it worth their while to offer it. The current call is to gather enough names of people interested in applying for the certification through the National Board to petition them to reconsider offering it for health educators.

I am not making any judgment about whether schools should recognize CHES -- I would love for them to do so. However, we do, I believe, need to do whatever we can to increase respect for and visibility of health education in all venues. This is one mechanism for doing so in the k-12 setting. It does not replace CHES, but can complement it.
